My question is if I have 2 films that are the same. One with good quality and the audio is a different language and the other one is of poor quality and english language.

Can I split the audio and from the 2 films and use the good quality and english audio.

If so what tools can i use to snync the audio with the video

Yes depends on the format and what your going to author with. Are you going to be making a dvd from it? You'll need to eventually get it to mpeg2 format.

You can use virtualdubmod or virtualdubmpeg2 to extract audio from an avi, wmv, mpg or vob file (only the latest version of virtualdubmpeg2 will read a wmv file). From there you can select the audio track you want and save it as a wav file. From there you can mix it in with your favorite editor program. Or you can even use it with something like tmpgenc dvd author if its already in dvd format - just select the audio seperate from the video.

Synch issues will be difficult if they happen. You can use virtualdub to do offset of the audio and video. THough that takes patience and practice. Its something I have only done a few times and not successfully at that - I tend to start over from a different source.

Do a forum search for audio synch to get more info on that.
Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw?

Simple question: Are they already exactly the same length?

If so, you job is very easy. Demux both sets and remux with the right combination.

If not, you may have a long road ahead, trying to figure out what is causing the desynchronization, if clips are added/missing, etc.
