Ok, here's the deal:
I started with a captured .avi file, and using a program called 'DVD Burning XPress', I authored a DVD. I now have a working VIDEO_TS folder on my HD.
However, 'DVD Burning XPress' doesn't allow you to insert chapter points(at least I couldn't find any way), so I want to insert them myself using IFOEdit. I already have a 'CellTimes.txt' file ready to go for the chapter points.
What I want to know is this: How can I insert these chapter points into pre-existing IFO files using IFOEdit? And if it can't be done using pre-existing IFO files(i.e. If I have to use the 'Create IFOs' function), how can I do that without losing the menu I created in 'DVD Burning XPress'?
This issue is time sensitive as I need to have this done in the next six hours, so any help would be tremendously appreciated.

Seems you missed something, from the DVD Burning Xpress page:
Automatically add convenient chapter points. Base them on DV tape stops and starts, scene changes or at fixed time intervals. Or simply insert a chapter point at any time during the DVD creation process
