What are you using to play the VCD? PC or DVD/VCD player?
What software are you using to cut the MPEG file? TMPGEnc? TMPGEnc Merge & Cut tool is a bit buggy. Sometimes you need to run several times to make it work. Make sure your system is not running many HDD intensive tasks while it's cutting and/or merging.
If you play it on a player, you might have some media/burn speed fine-tuning to do make it play smoothly.
Hope this helps.

I have noticed that sometimes also that it is the quality of your disks. I have used both crappy and good CD's and it depends on the disk sometimes. This is just what i have noticed when i burn and nothing is runnning but the burning software. (NERO)

to help with cheap disks try burning at a slower rate, I have found that to cover the most disks and players I burn at 8x. This has created disks that have played well in over 20 different players and using the cheapest disks I can buy.
