I could have sworn that there was a tool that would take video (without audio) and audio files and then just combine them into one video (with audio) file, without having to re-encode or anything.
Was I just imagining this or does this creature exist and I just haven't remembered which tool it is yet?

VirtualDubMod will do it if you do a Direct Stream Copy on both the Audio and Video but this only will save as .avi. If you're looking for DVD format TMPGEnc is the way to roll.

It's not just a mater of stripping steams out from various source's ... and banging them together in a container format ...
The problem is what you want to do with them as an end result .
Considering anything video related , and the possible chance's of unintentionally allowing audio sync problems being included in the final output ... there is much more work involved , for perfect result's ... no mater what program is used .
If the time stamp lenght is not the same for both , most program's either choke , or run home to mummy and dont want to play with you no more ... lol
Ulead video studio has this feature ... but if you want it to be insync , and without some form of stretch / shrinking ... then you need to do more work using an audio tool to bring it closer inline with the video time lenght ... audacity is fine for this kind of work but I wouldnt go trying to adjust the complete audio sample of a whole movie title in one hit ...
This need's special attention if it also need's to be processed into a different frame's per second rate ... ie ... nstc vs pal .
Muxing :
Avi = vdub
Mpeg1 / mpeg2 (bbmpeg) ... audio as mp2 (baldrick did a quick guide on that a while back)
Ulead video studio ... cheap in ebay ... come's with bonus tool's such as mpeg clipping , fps conversion , audio replacment ... and much more ... but I like the freeware more .
