I have an already authored DVD (VIDEO_TS folder) that has 16:9 content and I want to set the flag to display the picture as Pan & Scan on a 4:3 TV, instead of being letterboxed. What utility will allow me to do this?
DVD authoring programs normally allow you to set a flag to tell the DVD player how to display a 16:9 movie on a 4:3 TV:
Pan & Scan,
Letterbox,
or allow the DVD player to choose (according to its settings).
If you've already authored a DVD however, it would be good if you can just run the VIDEO_TS folder through a utility to alter the display flag.

I don't approve of what you're asking, but it's fairly simple to accomplish. Open the DVD in PGCEdit. Right-click on the video and hit "Domain Streams Attributes". Change from 16:9 Automatic Letterbox to 16:9 Automatic Pan&Scan. "OK" back to the main screen and File->Save DVD.
It won't be a true Pan&Scan, though, but just a simple crop, showing the video in the center of what was originally the widescreen video. That is, it's even worse than is Pan&Scan. -
