The video was captured off of Sattelite at a 12,000 bitrate. However when I burn it to DVD with Nerovision, the video seems to vibrate every 15 seconds or so. Any ideas why this is? I read somewhere that the bitrate is too high for standalone dvd players. Is this true? If so, what is the absolute best settings when capping mpeg2 in terms of bitrate or aspect ratio etc. in order to get DVD quality video when burned to DVD.

Max 9.8mbits, https://www.videohelp.com/dvd#tech but use a bit lower to be sure.
But I think that nerovision will reenocode the video if it's not dvd compliant, how long did it take to make the dvd with nerovision? -
i have the same issue when i try to add .wmv files.
basically a solution to this is to use their encoder to make it an mpeg.

nero is real picky on this for some reasons and it can get time-consuming esp when you have to use 3 different softwares just to make this one dvd.
if you can get your hands on something that make that file into an avi you should be able to solve it that way.Elite Bulletin Board v1.0

By correcting the file with the right software you have no need to re-encode.
I'd be very surprised if Satellite broadcasts at 12,000kbps or you can record in mpeg2 at this bitrate unless it is HDTV of course but then the video resolution would be wrong for DVD.
