    I need to be able to edit the audio of a mpeg movie or at least cut the sound at points and to overlay another sound like a sound. Can anyone help me by giving me a program to do this on?

    Try Audacity. You might have to demux your MPEG and convert the audio to a format that Audacity understands. Once you get your audio into Audacity it's simply a case of finding the parts you want to lose and use the silence selection function. As for overlaying another sound i'm not sure how to do that, i'm sure Audacity could do it though. If you want to replace parts of the audio then use the copy and paste function, make sure you get the lengths correct though, if you don't you'll have sync problems.
