Ok here's My deal..I have four AVI videos i converted into four DVD files using DivX to DVD and I'd like to design one DVD menu for the four entries with buttons for each seperate video entry. I'd also like to be able to design my own menu background and burn the entire DVD all in one application. Any suggestions? and please make them cheap since I'm brokeThanks

I would use imgburn2 to burn, regardless of any burning capabilities an authoring tool might have. It is simply the best burning app for DVD video.
As for your menu
Free - GUIforDVDAuthor
Cheap - Tmpgenc DVD Author
Stay away from crap like NeroVisionRead my blog here.

GuiforDVDAuthor.
Free. Once you have compliant MPEG2 and audio files, very simple.
Select each video file, drag to the menu screen. A button with the title of the file is created. You can edit the text, font, and get tricky with the actions if you want.
Right-click on the menu background and you can can select any image file (of the right size, 800x640) as the menu background, (default: plain blue) or a video file with an audio loop if you want.
It supports multiple subtitle and audio tracks, chapters.
You can link it to burn, or just make the VIDEO_TS folder and drop that in Nero, Imgburn, etc.
