Is this possible in ffmpeg?
In quicktime's h.264 component, its a simple matter of clicking maintain aspect ratio via letterboxing. In visual hub you can jury rig it with padbottom and padtop flags. Is there a way to do this with ffmpeg?

Just set the desired width x height keeping in mind the rule of 16's and the maximum number of pixels possible (76800 in the smaller of the two H264 for iPod, for example).
If you play the resulting video, it will respect the proportions you've set, on the computer, the iPod, and the TV (if you use the AV cable).
