What software are you using? I haven't had any issues on my WinXP box using WinDV to transfer the video from the camcorder to the PC. On my old Win98 box I had to use DV type 1 to avoid the audio sync issues I had when using DV type 2.
This might also be a hardware problem - have you tried hooking the camera up to a different firewire port, or hooking it up to another computer altogether?

Is there an error log for your software? Sounds a software/driver issue since you can control the camera but it is "unable to switch to capture mode".

Turn off the camera, then unplug the firewire from the pc. Shutdown any capture/video software. Not pluc the firewire back into the pc and turn on the camera. The computer should bring up a menu of softwares to select for the capturing. Select your software, and see if it connects. Your capture software might also be trying to use WMV drivers instead of your dv-avi drivers. You can check the options/preferences in your capture software to see.
