I don't have a DVD burner so I'm still trying to fit videos onto CDr. What are some programs I could use to help me trim down the size a little. Maybe reducing quality or resolution, or maybe deleting segments of the file. I mostly have avi, mpg, mpeg files.

Convert to DivX or XviD with autogk, dr.divx. Set the output file size and convert.
Edit avi using virtualdub and mpg videoredo.
Or do you want VCD on CDs? -
VCD on CDs would be great but my DVD player can play Divx if its better quality, i don't know all that much about the difference

Personally, stay away from VCD. It's outdated and MPEG-1 (for VCD) is very inefficient compared to DivX. I even found, at the right settings, that when I convert VCD to DivX, the DivX video is even better than the original, AND has a smaller file size!
(DivX at only 900kbps is much nicer than VCD at 1150kbps)
Then again, not sure of your budget, but DVD burners have never been cheaper, more compatible, more featured, more faster and more reliable than today. Or you can wait till after the holiday rush when they drop down in price even further.I hate VHS. I always did. -
Yeah i plan on getting a DVD burner for the holidays but i had a few things i wanted to put on CD in the meantime
