I am planning to buy Pinnacle Studio PCTV Pro to be installed on a AMD 1.2Ghz, 256 Ram, 30Gb system. I currently use Acid Music 2.0 for music editing.
Can I use Studio PCTV Pro to capture video from a using Studio Editting software, Virtual Dub and AVI_IO and then output the finished product to CD or VCR?? Any other capture cards recommended for capture of video from VCR?

The PCTV Pro should be quite suitable for capturing with your setup.
But it does not provide output BACK to a VCR. If you intend to occasionally copy material back onto video tape, you'd need additional hardware. (A stand-alone DVD/VCD player might do.)
If you'll want to copy to tape frequently, you might consider the Pinnacle DC10 plus. -
Would a cheaper TV card suffice in that case if I am planning to capture from VCR/video camera and record to DVD or VCD?
Any suggestions on a good video capture card in that case?

Yes, the most obvious alternative is the Studio PCTV (not the Pro). The non-Pro model costs about half as much, but omits the wireless remote control (which isn't too useful anyway), lacks FM radio support, and its TV tuner doesn't decode stereo.
