Do you want to insert a picture every 24 frames in a existing track ?
Do you want an image to flash up once every 24 frames ?

I don't know of a way to do it with virtualdub. I suspect it can be done with avisynth scripting, assuming you have your images sequentially numbers and in the same folder (e.g image01.bmp, image02.bmp etc). I'd have to look into it further to be more specific.
