is it easy to make a site like this...

ok i want to make a website where its a forum message board format, but people dont have to register to view it. i want it to be kind of like a noticeboard, very much like this one http://www.gumtree.com/london/4923_1.html but on the one i build/design i dont actually want to sell anything, or have people sell anything, i have my own special idea, which i dont want to divulge here right now, but theres a question i have about building a site like that one.
is that website made with some sort of special code? i mean i can do some html stuff in frontpage or dreamweaver (basic stuff so far but am learning) but is that website made with php or something like that? although that website looks boring in layout i like the simplicity of the topics laid out like that and the fact that its browseable without any login and id like to follow the format initially with my own graphics and colours of course. so anybody able to answer my question and perhaps give me any tips on such a venture?
