Virtualdub has a "direct stream" processing feature feature that lets you exctract clips out of avi video retaining all the video/audio properties. How do I do the same with mpeg, i.e. I want to exctract a clip out of an mpeg file but want to keep the resolution, bitrate etc. (keep it DVD compliant).

You can't. VD only outputs different 'flavors' of AVI, not MPEG. If you wanted a low compression codec for output, you could use HuffUV or even DV. (Install the Panasonic DV codec or similar.)
Then you could re-encode it to MPEG-2, DVD compliant video with a MPEG encoder like TMPGEnc or similar. But you can keep the same resolution.
For MPEGs, you might look into one of the MPEG editors listed in 'Tools' to the left. <<<<<< VideoReDo and MPEG VCR are a couple of popular choices. You can also do some editing with TMPGEnc encoder (Merge & Cut) or TMPGEnc DVD Author.
