Do you want to hold on a certain frame for a period of time, then continue, or loop s small section of footage several times, then move on ?

    /edit

I have just had a play with velocity envelopes, which can easily be used to hold a clip on a frame, then ramp back to full speed again afterwards. I also know that they can be used to reverse a clip, by dropping the velocity down to a negative value. So try this. Right-click on the clip you want to stutter, and select Insert/Remove Envelope -> Velocity. A green line should appear running along the centre of your clip. Shuttle to the point where you want the stutter to start. Right-click on the velocity envelope and select Add Point. Do this five times in a row, close together. Click on the second point, and drag it down to the bottom of the clip. Skip the third point, and drag the fourth down to the bottom of the clip. Now playback just this section. You should see a short segment repeat itself twice, then the clip will continue on. You will have to adjust the position of the first point to get the start point right, and each subsequent point to get the length of the stutter clip right. Add more points and have more dips if you need more repetitions.
