    I want to create subtitle for deaf people for business.
    Please give me advice for best software for subtitle creation.

    Is it Adobe premiere pro GOOD for the subtitle work??

    I don't care about cost. Please give me your advice!! THank you!

    I don't know if it's the BEST but Subtitle Workshop is pretty good.

    If you want to create them from scratch, typing the text from the audio, you can use VisualSubSync to create srt files.
    Then to add them to your DVD you can try SubtitleCreator's DVD authoring wizard.
    Both tools are freeware.
    If those tools don't meet your needs, you can try more professional tools but it my opinion those tools work fine.
