Controlling Video on PC in created DVD

Is there a program that will allow you to have back, pause, fast forward buttons on the video as it is showing if you are playing in a dvd on a PC - I would like to create a DVD that will play on the TV BUT also play on a computer that I would need controls on the screen - any thoughts?

Nearly all the DVD playing applications have these controls and more. For example : PowerDVD, Nero showtime, WinDVD....

actually I have a touch screen monitor that I would like to use at an event and have the DVD play - the DVD will have different short videos playing - the menu for the title menu and the different submenus works fine - but once a person selects a video to watch they have to watch the entire video - there is no way to navigate back to the main menu - we do work in Director and know how to do that - but I would like to create a menu driven DVD project in something like Sony Architect or encore and have some way to control the actual video when a person is watching the DVD in full screen - that way I can have DVD's available to hand out that people can watch on their TV - but I can use the same project for the Touch Screen system....
