    Hello,
I have some VCD and other MPEG-1 files that were 16:9 source from DVD and were encoded to 4:3 (not letterboxed). I was wondering if there are any programs that will fix the flag in the MPEG Header so I don't have to re-encode these files to another format to fix the Aspect Ratio. Thanks

    VCD/mpg1 doesn't have AR flag like DVD/SVCD/mpg2 do, IIRC. It's always 4:3

Not that I know of (without reencoding).
I used to to that kind of encodes when I did VCD just because they'd look right when I set my TV to 16:9.

You'll have to re-encode it in smth. (e.g. TMPGEncXpress) that has resizing function with ability to add borders. Resize it to 352x176 and add 2x32pix borders top/bottom before encoding to VCD NTSC.
