I need to fix audio in an avi file with AC3 track. I was trying to do that in VirtualDub, but I don't see AC3 compression option and because of that I get an error. Is there a software that can fix audio delay?

Install AC3 ACM Decompressor or AC3 filter if you want virtualdubmod to play the AC3 audio. To add a delay (in either direction) go Streams->Stream List, right-click and choose Interleaving. Bottom half of the screen allows you to move the audio. Save out under Direct Stream Copy to preserve video and audio.

I have AC3 filter installed, but I made a mistake using full processing mode. Do you know how to the best determine what number to put for the delay fix?

Aside from guessing ? Media Player Classic has an audio skew adjustment so you can make the change, listen, change etc until you get it right, then use this number in vdub. You could also have a look at syncview
