  1. Sorry for such a simple question but could some tell me how to change the bit rate of an MPEG2 file.

  2. Re-encode it, I'm afraid! I capture at high bitrate (8mbps) and re-encode to 1.15mbps for VCD standard. I tried various methods, but the best one was to frameserve the high bitrate version through VirtualDub and re-encode to the lower bitrate in TMPGenc. Slow, but it works well.
