Hey Guys. I've search the website with no success, but I am trying to trim off the bottom portion of a video. Like maybe perhaps the bototm 20%. Does anyone know if any good programs out there that is capable of doing what I need done?

VirtualDub-Mpeg2 can crop the bottom off. Use the null transform filter and set the crop where you want it. This will require reencoding the video and there will be a loss in quality and will change the resolution to something that probably does not match any standard. What is your final destination goal?

Just to add, if your destination for the video is TV, that bottom 'noise' may be in the overscan area of the TV and not even show. This type of noise is common with VHS tape to computer video captures. It comes from the VHS recorders, and is sometimes called 'head switching noise'.
The overscan area of a TV is usually 5 to 10% of the edges, sometimes more , but varies with the TV that's used. You can mask the video edges and keep from changing the framesize, or crop them out and pad them back to preserve the framesize. This is more important with DVDs, as they have set framesizes. Either way, you will have to re-encode it, so don't remove it if you don't need to. If it's 20%, then you would probably need to crop or mask. -

You could try TMPGEnc encoder. It has a 'clip frame' option, along with masking to restore the framesize and it will re-encode to MPEG format. I use TMPGEnc Plus, but the other versions may have the same settings. You can use the trial version to see if it will do what you want.
Add your video, then click 'Setting' near the bottom, then select 'Clip frame' on the next page. Add a bottom mask and you should be good to go.
