can TMPGEnc 3.0 fix subtitle from being cut off

i would like to know if tmpgenc could like fix the subtitles from being cut off i understand with fansubs it hard in stead of of the ratio as 4:3 i put it on 16:9 now i can see everything with no cut off at the bottom but now i have a big black margins around the whole anime and it looks ugly watching it on a 61" tv i would like to know how i can fix this to fullscreen or even wide screen with out subtitles being cut off thanks.
