I do alot of compiling vcd spec videos onto dvd media for standalone playback. I mainly use tmpgenc for this. But most of the time, all I do change audio frequency from 42 to 48 because usually the videos are already a resolution compatible for a dvd.

Is there an alternative software that will do that in a shorter time than tmpgenc. It seems that I am taking the long road to do this because I am not really doing anything to the video part of the file.

Do you author, or just dump mpeg video onto a data disc ?

If you author, both DLP and TDA will happily accept VCD material and upsample the audio.

Otherwise you might get some improvement out of an audio editor, although the difference is likely to be disappointing to you.

Demux, (TMPGEnc) Decode audio to wav (any audio editor), upsample (SSRC), reencode audio to MP2 (tooLame), multiplex back (TMPGEnc).

I make videos out of them. Most of the time I just need to change the audio to 48. Once in a while I'll have to change the resolution to meet the compliance of dvd spec. I dont do too much editing of the visual part of the video because I dont know a whole lot, I just know enough to make it work.

pretty much what I am looking for is a alternative to make an 352x240(44kh)video file to 352x240(48kh) than tmpgenc. It seems that using tmpgenc is taking more time to do than necessary.

If your ultimate goal is to author as DVD (I can see no other reason for upsampling the audio), both DVD-Lab and TMPGEnc DVD Author will take care of the audio resampling automagically. No need to do it "by hand" before authoring.

So in TDA I can just make the project with my 44khz and it'll auto respample it for me? >>sigh<< that would cut my work load close to half.

TDA is the easy way to go.
