  1. After a fresh reinstall of my OS and applications I noticed a high CPU usage by windows explorer when playing any mpeg2 file. CPU usage continued even after stopping the playback, and required me to manually stop the explorer process through windows’ task manager. After using the application “Process Explorer” I was able to isolate the file lmpgspl.ax as the culprit of the anomalous CPU usage, that file is located in: C:/program files/common files/ulead systems/Mpeg, once I renamed the file to .bak the problem stopped, but now TMPGenc can not open mpeg2 files unless I enable the lmpgspl.ax by removing the .bak extension.

Sound like this is the MPEG-2 codec your system is using, and it is damaged or something.. try uninstalling it with codec sniper, then install a new MPEG-2 codec, like Stinkys MPEG2 Codec.
