I use Vegas 7, for the best quality DVD, what format should I render video.

Use a bitrate calculator to determine what the optimum bitrate for your video is. Choose the Mpeg2 for DVD template for your format (PAL or NTSC, full or widescreen etc), then click the Custom button to alter the bitrate. If you have 70 minutes or less, CBR is faster and will give you as good a quality as you will get. If it is longer than that, consider 2-pass VBR, where the average is the number from the bitrate calculator.
