I'll try to be quick!
I have a divx (.avi) that i want to convert to DVD (.vob).
avi is 23.976 fps --- its subtitles work great with media player + vobsub.
i convert to PAL (25fps checked) with CinemaCraft. I get the .mpv file which must be 25fps.
I author with Dvd-Lab. Add the subtitles as they are. Burn with Nero. Play on tv and subs are out or sync.
is that because I converted from 23.976 to 25fps?

Yes, you lost sync when you speed up your video by changing its framerate from 23.976 to 25fps.
The only thing you have to do:
Use Urusoft's SubtitleWorkShop to convert subtitles from 23.976 to 25fps too.
It's easy and quick.

I'm quite sure it will work.
Your settings are correct (Input FPS = 23.976 and FPS = 25).
If you notice, when you do this, timestamps will be reduced. At 25 minutes, it will be almost 24 minutes (23.976 minutes).

how can I test?
my files are .mpv (video) .mpa (audio) and .srt (subtitles).
Is there any proggy that can test subtitles on mpv video? -
vlc or media player classic should be able to test them
