    My process, when I did convert avis to DVD, was to open the avi in virtualdubmod, and save the mp3 out as uncompressed PCM. I would use Sound Froge to convert it to AC3, but I have also used ffmpeggui and it seemed to do just as good a job.

    I never had sync issues with this process.
