Chances are they are too low in the frame and hidden by the overscan area. Does this only happen when you view fullscreen, or also when you view the avi in a window ?

The subtitle information has to be encoded into the video signal for the TV to be able to decode the subtitles and display them. Subtitles (closed captions) are encoded on one of the lines of the video frame that are not visible (line 21). Unless you have a TV-out card that can encode the subtitles onto line 21, you won't ever be able to see them. The reason that the PC can do it is because the subtitles are stored in a separate file and the media player knows how to add the text on top of the video.
