Am I right in thinking, no matter if I choose "no margin (keep aspect ratio)" or "fullscreen" in TMPGEnc settings- I will always have black borders on a 4:3 TV, given my source video was 16:9?

Do you want to see the whole image ? If so, yes, you will still have black borders top and bottom.

  3. "No Margin (keep aspect ratio)" in TMGPEnc should enlarge the image so the height of the picture is the full height of the TV and crop the left and right edges.

Well, the source video in my case is actually 2.35:1
Never come across that one before, any settings I can use to eliminate the top and bottom borders?

  5. Use the Clip Frame function to trim 60 lines off the top and bottom of the frame. Continue to use "No Margin (keep aspect ratio)". Be sure to set the Source Aspect Ratio to 16:9 and the output Aspect Ratio to 4:3.

Be forewarned that you will be losing a large portion of the picture -- about 1/4 of the frame on both sides, ie, half the picture.
