Menus are done during the authoring stage of converting a video to a DVD. First you need to encode the video and audio to DVD compliant MPEG-2 format. See 'WHAT IS' DVD to the upper left for the format and specifications.
Then you author it, adding menus and chapters. Just about any of the encoders and authoring programs will do a better job than Nero.

I use TMPGEnc for encoding most of the time, but there more choices and some freeware encoders available to the left in 'Tools': 'Video Encoders (MPG/DVD)'

For authoring I use TMPGEnc DVD Author, because it's easy. For freeware, try GUI for dvdauthor.

If you need guides for either operation, look in 'CONVERT' and 'AUTHOR'.

If you want simple such as a all in one converter, try ConvertXToDVD. If you want fancier menus, etc., then a standalone authoring program like TDA or others will do that better.

Not that I trust Nero, but if the reencoding of an AVI to some other format freezes after a while (but runs smooth up to that point), it's usually a sign of some error or anomaly in the AVI.
