I have spent ages repairing the picture on a VCD of mine, but now the sound is far too quiet! How can I fix this?
Would demultiplexing, opening it in Cool Edit, and increasing the volume do? That was my first theory, but apparently it has to be 'Normalised' or something?
Help much appreciated!

Yes. Demultiplex the clip. Convert your audio to WAV if your Sound editor does not recognize the mp2 format. Open the WAV file in your sound editor and adjust your Volume parameters(Normalize, Change volume) till you get the satisfied sound. Save this and do the reverse of the above ie convert to mp2(tooLame,TMPGEnc) and multiplex it(TMPGEnc,bbMpeg).
