  1. I am using CCE 2.5 plugin for Flaskmpeg and 4000 bitrate to get XSVCD.Audio is going separately with Toolame. The problem is with Tmpgenc 2.02. When I try to multiplex audio and video in it, for video component is says "illegal MPEG stream".WHY?

  2. The 4000 bitrate will exceed the expected mux rate for SVCDs. You will have to calculate the appropriate mux rate and use bbMPEG to multiplex the file.

  3. What is the appropriate mux rate for XSVCD?
I found on this page that bitrate can be up to 9500kbps.

  4. The mux rate refers to the amount of data per single a/v packet, I believe, and it has to do with playback timing and sector rate for reading of the disc. It is different from, but related to the bitrate. Specifically, the higher the bitrate, the more data per unit of time, so the multiplexed packet size has to be correspondingly larger. You should be able to figure out the appropriate mux rate by extrapolating from the default mux rates supplied for VCD and SVCD in bbMPEG. That, or some other helpful person could supply the formula that is used, that I can't remember off the top of my head.
