I downloaded some movies that came with a *.srt file which I found it was the subtitles for the movie (I'm new at this stuff) so I tried to add it to the movies, since this ones didn't have any subtitles.
I followed the guide on this site: https://www.videohelp.com/srtsubsvirtual.htm on how to convert subtitles and then burn them into a VCD, although I'd rather burn the movie into a DVD but there was no guide on how to do that.
So when I was trying to do the frameserve thing, the frameserve never moved out of 0 values, I left it like that for hours and nothing.
Does anybody knows how to fix the problem?
If I manage to do this, will I be able to encode the *.avi file using Nero Vision for a DVD?
Are there any other ways of doing this and then burn the subtitled file to a DVD?

Did you select the .vdr file in TMPGEnc? This VD guide to frameserving may be a little clearer: https://www.videohelp.com/virtualdubframeserve.htm Check the problem section near the bottom. And you can encode it to DVD instead with frameserving, but usually hard subs or permanent subs are used for AVI files. DVDs mostly use a different method with selectable subs.
