    Is there a way to use a regular pc monitor as a TV screen? I am not talking about using a Tuner card on the pc to view the TV on the pc. I would like to connect the pc monitor to the cable box/receiver or to something in between. So what options do I have here?

    The Monitor wants progressive VSEA RGB resolutions and frame rates.

    The HD cable box puts out composite, S-Video, YPbPr analog and DVI or HDMI feeding 720x480i, 720x480p, 1280x720p or 1920x1080i.

    The most likely to work is 480p over DVI. Aspect ratio will be all screwy but you might get it back with H/V size and position controls on the monitor. 720p over DVI may work.

    Otherwise you need a box in between to convert analog and interlaced digital sources to progressive VESA RGB resolutions.

    That is basically what the computer tuner/display graphics cards and the boxes listed above do.
