I would like to create a DVD from several files that I have.
I want to have a dynamic menu. Each chapter should point to a different movie out of 3 movies (each in a different format). One movie is VOB, another one is wmv, and the last one should be a movie that actually loop over some photos.
How can I do that? which software supports all of these requirements?
thanks!

First, all have to vbe converted to a DVD compliant format. In the case of the VOB, it should already be compliant. Everything else will have to be converted.
After than, pretty much any DVD authoring software will do the menu you want. GUIForDVDAuthor is free and pretty simple. Tmpgenc DVD Author is not free, but is also a good starter package.
Are your photos already in a movie, or still seperate images ? Microsoft photostory 3 can create a pretty nice slideshow, although it only outputs wmv. After than you will have to convert it to DVD format.Read my blog here.
