Problems with formats I think (premiere)

Im using Premiere pro 7.0 (My school is using it) and I want to take a few scenes from a DVD and then join them in premiere to do a sort of into movie for a quiz show Im hosting.

Ok, here is the problem. Im finalizing the clips with Tmpgenc. The only choice here is DVD - PAL (720x576) to match the format in premiere. Everything seem to be fine until redering. Now the clip is getting jumpy and not smooth at all. I have tried several codecs and file formats. Is this a common error? When I export the movie what choices should I make? Is there a file type that is better? If it is a plug in I need tell me. Im dying to get this done. What info do you need more from me?

I would suspect field order. DV is BFF (Bottom Field First), however DVD can be top or bottom field first. If you have mixed source, things can get confused. I haven't used Premiere in years, but in Begas each clip has it's own properties, and you can set the field order by clip. If you can do the same in Premiere, then you need to reverse the field order of the clips giving you problems (or it is all of them, the field order of the output).
