Probably a dumb question, but I can't see why it wouldn't be possible.
I have a bunch of 320x240 clips that don't play correctly in my standalone (it needs 352x240). I just want to add 16px black borders to either side, but reencoding kinda defeats the purpose - to get similar file sizes as the originals, the reencoded files look like crap, not to mention the time it would take to reencode them all.

I spent a couple hours trying to come up with some solution to this and found nothing...
I'm still thinking its possible though, but the software doesn't exist. -
You could burn it as an XSVCD with Nero 5.5 with compliant CD unchecked in the SVCD settings. It would make a low resolution SVCD with low bitrate as well, but play it correctly as if it were a VCD. Maybe even try making an XVCD, although I haven't tried departing from the VCD standard, only SVCD.

My player is really finicky about video dimensions - it will only play correctly at standard sizes, although it has no problem with nonstandard bitrates.
