  1. its my understanding that .rat dvd is a dvd compression techinique

    is there Mac software to uncompress and compress this standard?

    It was never ported over to Mac, AFAIK. And there haven't been any new PC versions since Dec 2005, so the answer is probably no and never.

    A few have tried to run it on Virtual PC with a Mac but not much luck there, either.

    As a format, RAT kind of came, and went.

    It's called FluxDVD now and is proprietary. The ratDVD format is still good for backups, archiving and transmission, but, as Redwudz said, it kind of ran its course as an open-source product.
