Wich program shoud I use to create some simple menus (with an image of my choice) and create also the chapters?

Easy: (TMPGENC) Pegasys DVD Author
Hard(er but way more flexible and powerful): Mediachance's DVD Lab (and DVD Lab Pro)
Similar to above, but cheaper (due to less features): DVD Lab Studio
For *menu only creation* to feed into an authoring program (not tried but not likely to be any easier the DVDLab): Menu Studio (also by Mediachance)
I prefer DVD Lab, for reasons stated above - it allows you to do far more in your DVD creation than DVDA will..Quite a bit pricier if I recall though (esp the Pro version). If all you want is a simple authoring program, then maybe DVDA is for you.. If you can find the older v1.6 release available to purchase, you may be able to go that route - it's cheaper than the newer v2.0(+), although not as 'feature packed' as it's successor.
Other than those suggestions, check out the tools section and try out some demo's - you may find something you prefer over what I suggested.

GUIForDVDAuthor is free and will do menu and chapters.

Isn't there any program that I can create a DVD without have to convert from Avi to Mpeg? I just want to add some Avi files to a DVD, but I want a menu.
I really don't have time and pacient to convert the files.
