I have 4 VOB files that I want to burn to a playable dvd. I use IFOedit to create ifo files for custom dvds that I make, but I would like to make a menu. Is there a program that will create a menu without the process of creating a new dvd? I don't care how dull or generic the menu might look, I just need to be able to make one. Any suggestions?

If by make a menu you mean have a menu -- Try Titlewriter -- SimpleMenus -- Adds in about 10-15 seconds

or demux and use GUIforDVDAuthor, or use the 30 day demo of Tmpgenc DVD Author and the add Video function.

If you mean that you would like to make a dvd without having to encode the vobs, I would just simply import your vobs into dvdlab or any other athoring programs that accepts vobs ... create your menu(s) ... and then let the program create compliant dvd files for you.
