Does anyone know if one can convert an avi into a mpeg with say TMGE, and author with Nero Vision without Nero adding additional compression?

No. It appears that NeroVision compresses everything it sees, regardless of it's compliance. Get a real authoring tool instead. GUIForDVDAuthor is free and will do more than NeroVision.

I use NeroVision Express 3.1.0.21 all the time to author DVD's after converting AVI (DivX, Xvid) files to DVD MPEG2 using TMPGEnc Plus. NeroVision recognizes it as proper DVD MPEG2 and does not re-encode. Every once in a while I'll have a file that Vision trys to re-encode, but it's rare, maybe 1 out of 25.

Lately I've been using VSO's Convert X to DVD. Nice little program and does a good job of converting AVI to DVD all in one shot and fast.
