    Just about any audio editor that accepts MP3s, and quite a few video editors, VirtualDub comes to mind as one. And there are likely a few standalone audio encoder programs that can do it also. Belight is one encoder that's a gui for besweet encoder, another is besweetgui. They do MP3 fairly well.

    If you want a nice freeware audio editor, Audacity can handle MP3 and do a whole lot more than just convert the sampling rate.

    This all depends on what purpose you are converting the MP3 for. If it's for a video, maybe you want to convert it as you are working with the video, then VirtualDub is one option. With VD, you might want to install the Lame MP3 codec to get the most options. If it's for a MP3 audio CD, then there are other programs more specific to this type of use.

    And you would have to re-encode the MP3 if you want to change the sample rate, AFAIK.

  3. virualdub doesn't eat mp3s... besweet doesn't suit because i have dozens of files which need to be converted... recommend something smaller and less versatile than audacity

    Look into MediaCoder. I haven't used it, but it seems to be able to do batch encoding.

    The Besweet Wizard GUI has a batch mode. You can drop a bunch of files in it, select the conversion, and it's done.
