  1. Is it possible to normalize the volume while burning a Video DVD using Nero 6.0.0.23 ?

Normalizing is hardly a task to perform while burning. It should be done much easlier on, before you even think about authoring.

  3. Since I've never done this before...I assumed that it was simlar to an audio burn where the normalization process could happen immediately preceeding the burn.
Since you give me the impression that this is not possible ,does this mean that I have to extract the audio...change the volume levels of each file....mux it.....then burn ?

Yup. That's how it should be done. And don't use Nero for anything but burning (if at all).

There are some conversion programs that automate this process (as well as others) for you, but it depends on what your source is ( Fairuse / DVD2DVD / and I think DVDRebuilder too. )- other that that, it is pretty much as Mats says: manual demux / normalize / remux.
