How important is latency with DDR2 memory? Is it worth spending $195 on 2GB of dual channel DDR2 memory with 4-4-4-12 timings or should I stick with 5-5-5-12 for $165?

It really depends on your system usage. In many cases, cutting off a few cycles of latency may only boost system performance by perhaps 2-3 percentage points. If your application is using small blocks of memory in rapid succession than the $195 is money well spent.
