What do I need to do too be able too cature the video on the tv so I can watch them. It's been so long since I've had this problem. I'm running win 2000.

Problem would be hardware overlay and the fact that it is only active for your primary monitor.

I would start by updating your video drivers to the latest versions, updating directx to the latest version for win2k, then enabling TV out through your gfx card settings.

Or have your video playing program use a non accelerated (non overlay) mode to render. Power DVD allows that as does VLC (iirc).
