I'm using 2-pass on xvid with target bitrate calculator and would like the final size close to 699 mb, but it turned out to be 690 mb, is there any way to make it more accurate? should i choose target size instead of target bitrate?

No, there's nothing wrong with using the bitrate. Mine always come within .2 MB of what I want. If your audio bitrate is correct, and the overhead is figured correctly, it should come out pretty much exact. XviD doesn't have much overhead compared to DivX as there's no Frame Overhead, only Interleaving Overhead. I use the bitrate calculator in Gordian Knot. Select (Open) the audio, fill in the kind of audio (in Audio1), select the size you want in MB, and it gives you the bitrate. -
As if that extra 9 megs will get you much quality improvement! Why borrow trouble?
