Change VBV buffer value

Hi.

I have an MPEG-2 video stream, which has a VBV buffer value of 65. However I need it to be 112.

- Is there any tool which allows me to simply change (=patch) the VBV value?
- Do I need to reencode the complete to change the VBV buffer value?
