Practically - no. There are methods to add things like combination locks on screen - DVD Lab Pro can do this - however they are useless in any real sense. Play the files back on a computer and you avoid the lock.
If you don't need the disc to be playable in a settop player you could always rar the files up with a password. Rar encryption is impervious to pretty much everything except brute force attack, so choose a good, long password and things will be safe.
But anything you can put on a DVD front end will only slow down your grandma, but not stop a 10 year old boy.Read my blog here.

There are dozens of encryption programs and access control programs that might help, however they have the inconvenience of locking you into using only one PC to access the content. At least with rar files the discs are portable. Regardless, anything that encrypyts or alters the files will render them non longer DVDs, and unplayable in any DVD player. They are only useful for data discs, and all solutions will impose some access inconvenience.

Haven't used it but give this a try: http://www.pgp.com/downloads/desktoptrial.php
It's trialware but the major features such as single file encryption remain after it runs out. That product will make it inaccessible to anyone without the key. Once encrypted without the key even brute force would take what amounts to a infinite amount of time... -
I always used camouflage ... http://camouflage.unfiction.com/
Dont use text file's , as they can still see what has been wrapped using any half decent hex tool .
User need's this tool , and the password to extract the file hidden within ...
Read the instruction's ... it's simple , and free ...
----------------
Winzip is crap ... ever checked running task's after using it several time's ...
If you used it 9 time's , then closed it ... it's still running 9 time's in background task area ...
Use zipgenious ... can unpack many format's , even extract file's from iso's ... and has password encrytion included ...
Also scan your registry ... every archive you open with winzip add's a new line to the registry ... adding more rubbish where it shouldn't be ...
Use regscanner from http://www.nirsoft.net ... it's fast at finding crap ... just type winzip , and let it rip .
