how to create .vob!

hello guys!
i want to create .vob file!
in fact i want to create a dvd chapter with an image!i mean that i have an image file that contains a black back ground and a text on it and i want to convert or creat a VOB file!hellp me how to create?

You need an 'authoring' program. It creates the VOBs and the menus and the rest of the DVD format. For information on the DVD format, look to the upper left for 'What is' DVD', then go towards the bottom of that page and you will see the DVD structure. For authoring programs, look in 'Tools' again to the left. Popular are TMPGEnc DVD Author and the freeware DVDAuthorGui. There are others, mostly pay and some very expensive, but with more options.
